       Notes - general: Abstract: Although mandatory speed restrictions are a
                        common feature at most major roadworks following their
                        implmentation in 1988, a high proportion of vehicles
                        still eceed the limit.  Since both the likehood and
                        severity of accidents involved both the workforce and
                        users will be reduced if vehicle speeds can be lowered
                        there is a need to improve compliance.
