       Notes - general: Research shows that specifications for bituminous
                        road-making materials which rely solely on
                        composition, do not guarantee that pavements all have
                        the same performance.  materials produced to comply
                        with present recipe specifications can cover a range
                        of mechanical properties and therefore, it might be
                        more appropriate to specify the material by end
                        product performance criteria rather than a recipe.  A
                        literature review was undertaken to assess test
                        methods for hotrolled asphalt (HRA) wearing courses.
                        Using this and other sources of information an
                        evaluation of the available test methods was carried
                        out.  From this evaluation a research programme is
                        proposed to evaluate the potential of tests for
                        specifying end product requirements for HRA wearing
                        courses.
