       Notes - general: The Highways Agency recognises that highways have an
                        adverse impact upon the environment in many ways, and
                        that it must explore all means of securing the
                        delivery of an efficient, reliable, safe and
                        envirinmentally acceptable trunk road network.  It
                        further recoginises that it must explore all possible
                        ways of reducing the invironmental ompact of new road
                        schemes, as an alternative to or in combination with
                        current solutions such as the use of environmental
                        barriers and landscaping, which on their own can only
                        offer a limited degree of mitigation.  It is this that
                        is the concern of this report.
