In 1981 the second edition of Road Note 39 on recommendations for road surface dressing was published. Since then, there have been considerable changes adopted within the surface dressing industry as new binder technologies and surface dressing procedures have been developed. It is therefore time for the Road Note to be updated and, as a precursor to its full revision, this paper offers a re-ordering of the existing Road Note and comments which can be as a basis for discussion.
