Abstract: This booklet is an introductory guide to the controls set in the Planning (Hazardous Substances) Act 1990 and the Regulations made under the Act, which come into force on 1 June 1992. The Act requires hazardous substances consent (hsc) to be obtained for the presence of hazardous substances at or above specific amounts, known as controlled quantities.
